"Hell Is Empty" is the third and final episode of Life is Strange: Before the Storm. The episode was released on December 20, 2017.[1][2]

Synopsis[]

Chloe Price is at Rachel Amber's house for dinner when Rachel accuses her father of cheating. James Amber reveals that the woman he was with in the park was Rachel's mother, Sera Gearhardt. Sera and James met in high school and fell in love. They had a child together (Rachel) but Sera became a drug addict. James eventually left with the child and made an agreement with Sera to pay her monthly if she agreed to stay away. This worked for 15 years.

Rachel is devastated. Rachel wants to meet Sera but has no idea how to find her. Chloe agrees to help and goes home and calls Frank Bowers. Having seen Sera come out of Frank's RV at the junkyard, she figures Frank would know how to find her. Frank reluctantly agrees to meet Chloe at the junkyard. Chloe leaves for the junkyard taking her father's toolbox and an old repair manual with her.

At the junkyard, Chloe fixes an old truck while she waits for Frank. Rachel shows up, as does Frank - but he isn't alone. Damon Merrick is there and demands to know why Chloe is trying to find Sera. Through conversation, Damon learns that Rachel is the DA's (District Attorney James Amber) daughter. An altercation takes place and Rachel is stabbed. Frank attacks Damon and Chloe rushes Rachel to the hospital. Rachel lives but still wants to find her mother. Rachel's parents are there as well and Chloe tells James what happened. Rachel convinces Chloe to break into her dad's office and gives her a code to disarm the alarm. While there she finds evidence that James lied about a lot of things and that Damon has Sera. Before she can leave, she is caught by Eliot Hampden, who had followed Chloe from the hospital and an argument between the two begins (in which Eliot reveals that he strongly dislikes Rachel and believes she is dangerous). Chloe escapes and drives to the old mill.

Chloe confronts Damon who has Sera tied up in a chair. He reveals that James is paying him to kill Sera and when Chloe tries to stop him, she gets knocked to the ground, and is knocked unconscious by him. Frank enters and struggles with Damon. Chloe wakes up and talks with Sera who tries to convince Chloe to lie and not tell Rachel about anything that happened at the mill. Chloe returns to the hospital and has to decide whether to lie to Rachel or possibly ruin her relationship with James forever by telling her everything. Regardless of her choice, she and Rachel remain friends at the end.

At the very end of the episode, in the final cinematic, the fate of Rachel Amber is suggested to be similar to that of Victoria and Max's from the first game, where Rachel's phone can be seen ringing inside the underground vault, and the click of a camera can be heard in the background.

Like the first game, their are several questions that remain unanswered.

  • How exactly did Frank kill Damon?
  • What happens to James and Rose if Chloe tells Rachel the truth?
    • It is believed that James and Rose broke up and James was arrested for his misdeeds.
  • What happens to Sera after the story?
  • How did Sera react if Chloe tells Rachel the truth?
  • How did Nathan change into a bully before the events of the first game?
    • Mark Jefferson's manipulation may have caused him to behaving violently.
  • What happens to Steph, Drew, Mikey, Samantha, and Eliot before the events of the first game?
    • While it is revealed that Steph ended up in Haven Springs in Life is Strange: True Colors, it is unknown what happened to the other characters.
      • Mikey appears in the DLC of Life is Strange: True Colors, titled Wavelengths while Drew is mentioned during his conversation with Steph. It is also revealed that Drew died in the Arcadia Bay storm (if Arcadia Bay is sacrificed in the first game).
  • Does Eliot now hate Chloe (if she lost the backtalk)?
    • Due to him tearing up a photo of him and Chloe, it is highly implied that he does.
  • What happened to Skip before the events of the first game?
    • He may have retired, which will eventually lead David to take over his job.
    • In episode 3 of Life is Strange, if Max checks her computer she will see PISSHEAD as a participant in a music festival, hence Skip left Arcadia bay after quitting his job and started pursuing his dream
  • What did the raven represent?
    • It was possibly a spirit animal like the blue butterfly and the ghostly doe.
  • If James was not stopped, does he still try to hire people to kill Sera?
  • When exactly was Rachel captured and brought to the Dark Room?
  • How many girls were killed prior to Rachel being the next victim?
  • Why do Chloe and David have a stained relationship at first?
  • When did Joyce form a relationship with David?
  • When does Mark Jefferson come to Blackwell?

  • The episode's title is a reference to William Shakespeare's The Tempest and derives from Ariel’s speech in Act I, Scene 2: “Hell is empty and all the devils are here.”
  • The achievement "All the Devils are Here" is a reference to the second half of the same quote from Shakespeare's The Tempest.
  • The song used in the trailer for the episode is All I Wanted from Daughter's score.
  • Rachel's phone is seen receiving calls while being in the Dark Room. In the original game, Max's phone didn't have signal there.
