Mayor Cochran is implied to be the current mayor of Arcadia Bay. Their name is mentioned on the "25th Annual Happy Halloween Bazaar" flyer located just inside the entrance of the Two Whales Diner in Out of Time. No further details or mentions about the mayor are known in this game.

The surname of Cochran reappears on a Halloween "Arts & Craft Festival" flyer located inside the gas station in "Roads", only this time with a first name, Conal. When the writer of the flyer's text, Christian Divine, was asked if this is the same Cochran who was mayor of Arcadia Bay but is now living in Seattle, he replied with an animated gif of a man clapping. From this, we can assume that it is meant to be the same person.
Interestingly, the gif that was chosen reveals a more obvious connection: the clapping man is a character called Conal Cochran from Halloween III: Season of the Witch - a 1982 movie produced by John Carpenter. In this movie, the character brings prosperity to a town by selling Halloween masks to children, albeit with evil intentions. Conal's email address on the flyer supports the movie reference: @seasonwitch.jc (Season of the Witch. John Carpenter).
